The Gunners’ have activated a release clause in the 21-year-old’s contract and she will now discuss personal terms with the North London club.
Oshoala joined the club in 2015 and was named BBC Women’s Footballer of the Year in May last year.
The forward suffered an injury-plagued season last year, but managed to scored three goals in 12 appearances and was the Reds second top goal scorer.
The deal is also subject to the Nigerian international being granted a work permit ahead of the 2016 season.
