The Blues face the Catalan giants in the first leg of their last-16 clash at the Etihad on Tuesday evening, with Gerardo Martino's side slight favourites to progress.
Bayern Munich comprehensively beat Barca in the semi-finals on their way to picking up Europe's premier trophy last season, however, and former defender Mills claims Manuel Pellegrini’s side have all the qualities required to secure a similar result.
“Barcelona have gone from being the greatest side we’ve ever seen, when they won the Champions League against Manchester United, to an exceptionally good side,” he told the Alan Brazil Sports Breakfast show.
“They’re not quite the same. Manchester City have the speed, technique and power to do what Bayern Munich did to Barcelona last season. They could overrun them.”
